en region bliver til I december blev kredsen af oeCD­lande i paris præsenteret for det endelige udkast til oeCD territorial review of the nora region. For første gang foreligger der nu en tværgående analyse af Grønland, Island, Færøerne og Kystnorge fra en respekteret international organisation, og dermed har oeCD ydet et vigtigt bidrag til at definere de fire medlems­ lande og ­områder som én region. Med færdiggørelsen af oeCD­analysen nærmer en af noras hidtil mest ambitiøse satsninger sin afslutning. samarbejdet med en gigantisk og strømlinet international organisation som oeCD var en stor, interessant og lærerig udfordring for noras lille hold – især for medarbejderne på hovedsekretariatet på Færøerne, men også – i forbindelse med de fire missioner, som blev gennemført – for de regionale sekretariater i norge, Grønland og Island. afslutningen af dette projekt markerede samtidig begyndelsen på en ny fase i udviklingen af nora som organisation. oeCD lægger i sine anbefalinger bl.a. op til, at nora – med forbillede i eus strategi for Østersøregionen – kunne påtage sig rollen som facilitator i udviklingen af en tilsvarende makroregional strategi for nora­regionen. Denne og andre af oeCDs ialt 33 anbefalinger vil utvivlsomt blive genstand for diskussion i forbindelse med opfølgningen på oeCD­analysen, som i foråret 2011 vil blive offentliggjort i bogform. samtidigt har nordisk Ministerråd i 2010 taget initiativ til at formulere et sæt af retningslinjer for det nordiske samarbejde med naboerne i vest. De nye retningslinjer ligger i naturlig forlængelse af det danske formandsskabsprogram for nordisk Ministerråd i 2010, som lagde op til, at nora kunne få en generelt koordinerende rolle i forhold til udvik­ lingen og effektiviseringen af samarbejdet med nordens naboer i vest. en sådan ambition er ikke opstået ud af det blå. samarbejdet med nor­ dens vestlige naboer har i flere år haft en høj prioritet hos nora. Det var også tilfældet i 2010, hvor vi i maj i reykjavík gennemførte konferencen north atlantic opportunities. Konferencen resulterede både i konkrete samarbejdsprojekter og et klart ønske fra vore canadiske søsterorga­ nisationer om at indgå i et mere formaliseret projektfinansierings­ samarbejde. såvel oeCDs anbefalinger som de nye retningslinjer for samarbejdet med naboerne i vest vil fremover være vigtige pejlemærker i vores arbej­ de. Ikke mindst i 2011, hvor nora med et nyt flerårigt strategiprogram skal udstikke kursen for de kommende års virksomhed. a region Comes to life In December in paris, oeCD Member states were introduced to the final draft of the oeCD territorial review of the nora region. For the first time, we have a cross­border analysis of Greenland, Iceland, the Faroe Islands and Coastal norway from a respected international organiza­ tion. this important study by the oeCD has contributed greatly to help­ ing define nora’s four member countries and regions as one inclusive region. With the completion of the oeCD analysis, one of nora's most am­ bitious ventures is drawing to a close. Collaborating with such a gi­ gantic and streamlined international organization like the oeCD was a tremendous, absorbing, and educational challenge for nora staff – not only, for the small team at the main secretariat in the Faroes, but also for the regional secretariats in norway, Greenland and Iceland who hosted a total of four oeCD missions. Completion of this project marks the beginning of a new phase in the development of nora as an organization. among the recommenda­ tions submitted by the oeCD, modelled on the eu Baltic sea strategy, is the advice that nora could assume the role of facilitator in the de­ velopment of a corresponding macro­regional strategy for the nora region. this and the other 33 recommendations offered by the oeCD undoubtedly will be the subject of discussion in the follow­up to the oeCD analysis, which will be published in the spring of 2011. Concurrently, the nordic Council of Ministers in 2010 took the initiative to formulate a set of guidelines to govern nordic cooperation with its neighbours to the west. the new guidelines are a natural extension of the Danish presidency programme of the nordic Council of Ministers for 2010, which provided that nora could assume an overall coordinat­ ing role in relation to the development and effectiveness of cooperation with the nordic region’s neighbours to the west. such an ambition has not arisen out of the blue. Cooperation with our western neighbours has been a priority for nora for years. amplifying this cooperation was a central focus of north atlantic opportunities in reykjavík in May 2010. the conference resulted in both concrete col­ laboration projects and a clear desire from our Canadian partner organi­ zations to institute a more formalized cooperation for project financing. Both the oeCD's recommendations and the new guidelines for coop­ eration with our neighbours to the west will continue to be important milestones in our work, especially beginning in 2011 when nora will inaugurate a new multi­annual strategic program designed to chart the course for nora’s future endeavours. 3 Inga Ósk Jónsdóttir Formand/Chairman Lars Thostrup Direktør/Director
